Envisioning Rhinebeck’s Future: The 2024 Comprehensive Plan

On September 24, 2024, the Village of Rhinebeck Board of Trustees adopted a new Comprehensive Plan — a three-year effort that completely overhauled the previous plan from 1993, creating a roadmap for land use and community planning for the next 10 to 20 years. Its development involved five visioning sessions, 15 public meetings, and 13 stakeholder interviews, in addition to dozens of committee and subcommittee meetings.

The Village is honored by receiving two awards for the Plan. In April 2025, the New York Planning Federation recognized it as the best comprehensive plan in the state. A year later, the American Planning Association's Small Town and Rural Division awarded it the Honor Award for Outstanding Small Town or Rural Plan — recognition that reflects the quality of both the document and the community process behind it.

Comprehensive Plan Implementation Committee

On April 8, 2025, the Village Board created the Comprehensive Plan Implementation Committee (CPIC). The CPIC's charge is to help prioritize actions, identify opportunities, support ongoing community engagement, and partner with the Board as the Village advances the goals of the adopted Plan.

The CPIC does not implement the Plan directly — that responsibility remains with the Board of Trustees. Rather, the CPIC is a key partner in ensuring the Village's work stays aligned with the Plan's vision, and in surfacing ideas and resources that expand what's possible. The Committee is made up of nine members appointed to two-year, staggered terms.
